Some people blame technology, arguing that it was the technology available during World War II as opposed to World War I that made the difference. Still others say it was ideology, specifically that totalitarian philosophies (make no mistake, Stalin was as totalitarian as Hitler) were to blame because they caused devastating events like the Holocaust and targeting of civilians on all fronts.
